No.  The owner of the Smart City can determine the minimum number units.  Units can also be added in future to expand the Smart City.

Is there a size limit to a Smart City?

Absolutely not, we can power the entire South Africa with our technology.

What if some houses already have solar power systems?

Nothing to worry about. These users will be able to sell electricity to others without any restrictions.  The Smart City is designed for multiple owners of electricity generation components like PV panels and generators, as well as storage components like batteries.
